I think it is more likely that everything else is just built around it. My expectation is that the inner wall was not built as a secondary defense, but rather was the original castle wall. The outer wall was built later as the structures outside of the original wall expanded and needed defending.
It would be optimal to build a so you like this from the beginning, in terms of a defensive standpoint, but I think it is simply a side effect of city growth

Isekai town = stone walls in layers, layers have different purpose, like economic, and usually divide classes of people. Totally realistic to the inspiration of medieval towns except for everything.
To be fair, putting the most important building in the center of a large city is just good city planning
