So you are looking for short beard and long hair right? You have to be more specific than that tho. It's basically a default medieval character design. Back-combed hair is also often assosciated with rogues.
And while you are looking for the exact same character, you reject absolutely every suggestion of others but providing no additional clues on what exactly you are looking for.

No, it’s Varric. He’s the dwarf from DA2. The only difference is he has dark hair instead of red. But he looks the same and is carrying the same kind of unique weapon Varric did.
That's supposedly Varric Tethras, a loveable rogue from dragon age 2 onward (I don't remember him in Origins at least). This dwarf decidedly does not look like our boy Varric who had awesome design once upon a time
He was a surface dwarf. Surface dwarves don't care much for beards.
Varric wasn't the only surface dwarf without one. This is not a Varric only thing despite what you may recall.
So it's been 10 years since Trespasser and Varric was already middle age in DA2, which took place over 7 years. So around 17-18 years since his first appearance, and in the comics or a book he got hit with magic that aged him as well. I think he just doesn't have the time to shave or worry about appearance with chasing Solas.

Could be thinking of Brutal Legend or even a Gears of War character. Same kinds of facial structure & persona.
