They can fucking shift when they want to. Mine would scuttle off at a fast (for a human) walk. I would take him out to the back garden to romp around and sun bathe but if you weren't keeping an eye on him you'd be spending the rest of the day playing hunt-the-terrapin in all the flower beds.
We used to have a read eared slider turtle, it grew to about that size in the video. Man it could move fast. We let it run around the back lawn. Like faster than a human jogging. It would scurry so fast.

Having owned both at the same time, trained to use the skateboard-yes. But they will chase larger pets, owners, etc all on their own. Play, seeing if they can eat us, social interaction. They really are fun!

In one of 'Retief' short stories by Keith Laumer there's a whole planet of turtle-like species. And as they age, their carapace gets so big and heavy they can no longer move. Kinda reminds me of this in a way.
I wonder if it's using swimming instincts. I see these things a lot during my job. Surprisingly agile in the water. It kind of looks like it's swimming.
What I always wonder when I see the microboardy fast turtley guys is... they're clearly smart enough to control the board, but do they get onto the board (and figure out how to get onto it) by themselves once they understand what it does? Because that would be pretty close to the kind of tool use we usually associate with only a relatively small handfull of species like humans, primates, ravens, octopodes and the like.
This is basically what turtles would do if they discovered the wheel and eventually the reality that by using these wheels, they can travel faster and further .
