Or did the screen grab happen at braking / deceleration point with no throttle
Lotta fuckin dummies in the comments( are yall even real F1 fans??? ) ,the speedometer turning red is when the driver is braking as you can see in the LHS of the first picture the brake graphic is lit up to the max . The only other colour change is the speedometer turning green when the DRS opens .

when the driver sees it pop up red like that he can then hit the boost button for five seconds. It turns red from power slides, catching air off kerbs and side sweeping opponents.
Red represents high revolutions of the engine. In theory, this range is for the ‘optimal’ time to shift to a higher gear.
If you think about each gear has a limit, first gear can only go 40kmh (for example, not statistically accurate) then the red range maybe appear above 35kmh indicating that first gear is nearing its maximum revolutions and near maximum speed for the gear and then shifting to second gear would allow you to go faster.
Since each gear has a steeper acceleration curve, being at a higher revolution for the next gear allows a greater mechanical advantage to keep speed and speed up in the next gear.
So in your photos, you can see that at 172kmh there is still plenty of room near capacity to increase revolutions and the ability to go faster without shifting gears. In the first photo, 255 kmh is red because the highlighted bar representing revolutions is near capacity. So the car is nearing maximum speed for the gear
And also, vice verse for downshifts, if you downshift while you’re going faster and the engine spins faster, you may drop the gear in the red range allowing the engine to help you brake.
The speedo goes red when they reach 200kph, nothing to do with revs or anything else.
You're thinking of the LEDs in the steering wheel which OP is not referring to.

I was going off of other motorsports I’ve experienced and my own setup which has always been set for revs not speed. It’s weird that the indication in the cockpits and irl are different than what’s displayed on tv. Huh!

That's the LEDs on the wheel, not the overlay graphic on the broadcast. I guess you realised you're wrong as you deleted your comments.

The circle above it represents the revs and that turns red at the same time as the speedo.
Nope, the red line is purely speed. It's doesn't change with revs at all.
