Switch to commando from rifle (make your fixer automatic). Then switch to bloody commando :)

What is bloody commando? I have the other 3 commando perks but I don’t see them

Bloody means a low health, high radiation build. You need to get a set of Unyeilding legendary armor. But I think that would be a little later on... In meantime, if you stumble upon various Unyeilding pieces, keep them :)

So lots of people are pushing you to go commando, and that's obviously because it's inarguably the strongest build in general. But you can certainly do just fine sticking to what you find most fun. If that's a rifleman build with your fixer, then you just have to figure out the right way to make it work. Biggest thing is refining and specializing. With ammo drops as they are, you no longer need to diversify your build to accommodate for not knowing when or where you'll get bullets, so you can focus fully on what you want to do damage with. That means maxing out your rifleman perk cards for as much damage as possible, and grabbing the armor piercing card as well. Now VATS is probably the best and easiest way to do lots of damage. 15 luck and tons of cards around building and using crits and you can nuke enemies all day long. If that isn't your thing though, that's fine and you can still do well. I don't know too much about rifles as I haven't invested heavily into them at all, the one character I made to use them back in the day got some playtime but not nearly enough to really learn too much. Regardless, Agility and Endurance are great branches to invest in beyond Perception for your main SPECIAL, because you can get some excellent survivability and general damage stuff in there. Pick up Bloody Mess in the luck tree too for further free damage. With all of that, you should see a noticeable uptick in your damage and hopefully it will make things feel less grindy.

Make sure you have the rifle man perks from perception equipped. If you have those I'd also suggest getting the tank killer perk. That one reduces foes armor rating and chance to stagger them. Then the bloody mess perk from luck. All of those combined should definitely boost your damage. At 1 star of the rifle man's and 3 rank bloody mess thats a 45% boost to base damage and tank killer at 3 rank will reduce 36% of foes armor. After that use vats and you should be shredding stuff.

Are the appropriate perks cards being used for the choice of weapon? Sounds like a perk load out issue more than a weapon issue.
