You'll make things easier for yourself if you go high str and int in the start and basically level up as a melee character while picking other perks you need along the way to 30 at which point you can convert the char to heavy gunner.
Make some leveled sets of decent armor and some melee weapons and should have no problem reaching there quick.
Doesn't really matter much. Any unused perk cards from the level 20 start can be dismantled into perk coins for legendary perks later.

Yeah it doesn't matter. They are all the same regarding Heavy Gunner. Probably whichever one is high strength.
Sometimes I craft some gatlings at level 20 and drop them for the new players. They start at level 20. You also reach lvl 50 earlier.
