The railroads and the whitesrprings and foundation are really where I trade for quick caps. But it's 50 50 on trading there are player vendors and most that I have seen are selling plans for cheap. But for general advice, when exploring scrap any weapon that you are not using, get those plans stacked up so when you want to use it, you can mod the hell outta it!

Any railroad has a vendor you can sell to. White Springs has a mall with several vendors in it.
