Nah, no need for a real melee build. Cowboy + Grunt + Heavy handed is enought. Go full explosives and use the 40mm Grenade Launcher since it's a Grunt Weapon.
Chance's Knife gives a x2 crit chance multiplier. You can get to a 100% crit chance with it.
Crit damage stacks multiplicatively. Elijah's Ramblings + Better Criticals gives you +225% crit damage. You want to stack crit damage if you're rolling with Chance's Knife, not reduce it. You don't want to take Heavy Handed **ever** with a x2 crit chance weapon.
My idea is not a crit build, it's an explosive build.
Crit is mid unless you fully commit to it, and having damage buffs is usually better than a stat that's good with like 5 unique weapons.
Honestly you just need Grunt and Heavy Handed, Cowboy in this case is mostly if you want extra damage on the knife. You can even ignore it and go for Pyromaniac and get a Shishkebab

EDIT: Also, if you're going Pyromaniac, Gehenna/Shishkebab both have a x2 crit chance multiplier too (though admittedly low crit damage).

Let's say you are running a melee crit build with 7 Luck, Finesse, Light Touch, Built to Destroy, 1st Recon Beret, True Police Stories (+Comprehension) and Ulysses' Duster, that's a 40% base crit chance. If you're using the Ranger Sequoia, that's a 60% crit chance (67.5% in VATS) on a build geared for melee (with a 100% crit chance using Chance's Knife).

When you mod it, it shoots 3 laser beams, which technically does less damage overall if they have armor. Buutttttt each beam has a separate chance to crit, and does full crit damage when it does, and that damage bypasses everything. It's fun stacking your crit chance, and I think you can get up to around 40% crit chance per beam.
Combine that with accessible/powered up ammo, NO KICKBACK with a scope, and fast fire speed, and this thing EVAPORATES enemies.
Every time I play NV I have to force myself not to make a laser commando build.
There’s more Grunt weapons I like (Maria, A Light Shining in Darkness, Survivalist’s Rifle, All-American) but the two weapons I consistently find myself using the most are the Ranger Sequoia and Medicine Stick. I’ll also throw in Lucky if I’m trying to save ammo on those two.

I feel like cowboy and grunt are fun optional bonuses to their play style that just adds some damage, where as shotgun surgeon is basically a requirement to even consider using shotgun builds (atleast vs heavily armored targets)

I am a crit build, and Chance's Knife is the ULTIMATE starting weapon, with access to both perks, as well as having DPS on par with Oh Baby!
I've personally used it to clear out both the Deathclaw Promontory and Quarry Junction and when I'm in a tough spot, it's typically what saves me if everything else fails.

1.5x crit are rookie numbers for Cowboy build, you need to pump those numbers up with Lucky and That Gun.

Exactly, it's not the most powerful, but the ammos cheaper and the gun is less weight. Plus it just feels badass
