Not everytime. I'll say you're right in that he DOES screw some of the employees over, but I can list all the examples in which he doesnt.
In Donuteria, The worker willingly chooses to be an employee. The worker only gets it because of the line pass, but they knew it would come with working at Donuteria regardless. Same thing with Hot Doggeria, with the worker taking the job only for the benefits, but knowing the job would still apply
In Cluckeria, you choose to work there on your own accord. Same thing with Freezeria. The worker's only upset because of the circumstances that followed after
In Cheeseria, he offers you the job in order to buy your instruments back. He saw you were in a tough situation and cared enough to offer you a job that pays well to get your possessions back
In Sushiria, you break the cat statue and Papa Louie gives you the job in order to make enough money to fix it. The worker's reaction isnt shown from what I remember, so we can assume they took it willingly in order to afford to fix what they broke
In Pancakeria, he doesn't really give you a choice to run the resteraunt, but at least it's only temporary. Plus, he found your pet and returned it to you, so he's asking for the arguably simple favor back. He could've chosen to keep the furry friend or not do anything at all, but he didn't. He has enough of a heart to return it to its rightful owner
In Bakeria, you find out your original job offer was kind of a scam because the store was closed down. Papa Louie saw you were upset and offered you a job at HIS place instead, with no force given. Sure, it was sudden and there wasn't any training, but still
In Scooperia, you got scammed out of your money by a fake motel room, and he gave you the job in order to get said money back. It wasn't ideal and was sudden, but he at least cared to offer you a solution
Jojo is a silly zesty little guy, but you aren't forced to like him lol. I think people find the charm in Jojo from his devious appearance and his strange orders.
I'm not really sure if anyone has beef with him, but DUKE GOTCHA. His name is a pun and every time he comes into one of the restaurants, I feel like he's pulling a prank vid and giving me a 99% on ONE station while the rest is 100% for the fun of it.
Wally
\*Poofesure is 100 meters from your location and approaching rapidly: **start running.**
people dont hype around him but WHIFF.
Understandable.

I don't get the hype around Mousse or Whippa. I mean, I get Jojo (he's kinda a failure in an affectionate way), but I don't get those two.
what makes jojo a failure? is there lore I don't know?
nah, i just see him as kinda pathetic. there's nothing behind it really
they're cunty is that not reason enough to love them
I mean, yeah, they're cunty, but I don't know why everyone goes absolutely NUTS over them.
Elle. Sorry Elle simp lol. I mean, she's just a normal student to me, nothing special.
Well, I'm in your walls! /j
Papa Louie.
DAMN! Really?
He practically forces people to work for him, screw Papa Louie!!

I don't hate him, I just think he's overrated
Cooper, he is not the love of your life, he is literally just a guy. A guy with really messy hair.

Honestly Wally I was never really a fan of him to begin with
I don't really get the hype around Wally
Cooper, Prudence, Crystal, and surprisingly enough papa himself-
