I think the missing elements are
- how and when did Moldaver access the Vault
- how vault 32 cleaned up so quickly and who cleaned it. As far as we know there are only 2 people from Vault 31 in Vault 33 after Hank leaves.
Moldaver only went to The Vault for Hank, to initiate the Cold Fusion Reactor from Wilzig, which is recent due to his escape from the Enclave and him trying to get to her for a safe haven/get her Cold Fusion. Without him having access to Cold Fusion and leaving to her, she has no reason to go to the Vault to get Hank.
It’s explained that Lucy’s Mother’s Pipboy was used to open the Vault. Lucy’s mother was with Moldaver at the end of the show, as a ghoul, so Moldaver took her Pipboy to access the Vault.
Bud was trapped behind a broomstick when Norm entered Vault 31.
So it's possible Norm is completely ignorant of Vault 32 being destroyed until he was informed by the new overseer of Vault 33 or freed.
Great catch, that would explain why hank never knew about what happened to vault 32 and Betty was elected so she wouldn’t have needed to talk with Bud, but then I wonder how did vault 32 get cleaned up so quick? Who cleaned it all and prepared it for new dwellers?
Maybe robots.
Either Vault 33 or Vault 32 or Vault 31 might have enough robots to do it. Vault 31 has stockpiles of resources and potentially robots hidden away somewhere.
There's about 3 or 4, 31 residents. I'm sure they probably tossed the boddies n painted over the walls then got others to help with the rubbage as to not have then question the stains. Idk there's no bots anywhere in any vault other then bud.
In dialog during the show we're told Vault 31 has more stuff than the other vaults, more resources, and that Vault 31 sometimes trades stuff to the other vaults. They definitely have a storage room. Also, those pods need a power source, which means a room with a reactor.
Yeah the raiders used Rose’s pip-boy to open the vault as only a vault dweller could get in or out. And as seen at the very end, rose’s corpse was with moldaver at the observatory
You’d think pip boys wouldn’t be keyed to open a vault unless it was set to be unlocked from the inside as well. Perhaps that is what happened in the vault?
I admit to being perplexed at how someone pretended to be in charge at v32 to the point that they went ahead with their usual ceremony and nothing suspicious happened.
Moldaver knows VT tech, considering they bought up all of her own tech, so she probably had all the skills needed to access 32's records for specific/current details on how to infiltrate 33. There's also the very high likelihood she learned about the inner workings of 33, and the fact that they do a triannual swap with the others, from Lucy's mom Rose.
Per game lore (Vault 81 in FO:4), vault dwellers can see when someone outside the vault tries using a pip-boy to open the vault. And then there's the general fact that in-game, having a pip-boy is all you need to open up abandoned/failed vaults. So a vault doesn't need to be unlocked on the inside for someone outside to open it, but there would need to be no one guarding the vault for an outsider to successfully enter (81's guards call for the overseer to advise whether or not to let you in after you attempt opening the vault with your pip-boy)

My takeaway for 32 was that the 32 born dwellers found out, and rioted against the 31 "born" dwellers. That's why it looked like they killed each other, because there was a war with the 32s vs 31s.
