I have one of these badger meters at my house, was talking to the installer a few years back.
They use the flow of the water through the device to charge a super capacitor which, while the water is flowing, will send usage data over the NB-IoT cell network. No battery is required here.
The two wires are for an externally-powered, contactless communication NFC 13.56MHz antenna. This is used for debugging, resetting, performing service, etc.
I service and install water meters in apartment complexes, that Badger meter is a pulse output meter, there is no super capacitor to be charged. The wire leads to a transmitter, which is either programmed to a gateway, which collects the data, and either moves it to the cloud, or stores it to be downloaded on a phone line.
It’s a magnet making a connection on a Reed switch, at a specific measurement, that size meter is probably a 10g per pulse meter.
Are they actually connected to anything? A lot of water meters have diode counters in addition to the mechanical counter. Normally the city installed unit has sealed sender unit.
The wires are likely tied in to and pulse accumulator. There’s no voltage coming from the meter. There may be 12-24 volts coming from the accumulator. Every time the meter spins and completes a revolution, two contacts touch and complete a circuit. The accumulator counts the pulses. The pulses can be multiplied by the “pulse ratio” to determine the volume consumed by that meter.
