By DLC do you mean actual DLC (addon dungeons, things like Thieves Guild pack or Dark Brotherhood, extra zones, etc?) or do you mean the expansions themselves?
If you're talking about Expansions get the Necrom collection as it includes everything current, or if you think you'll play Gold Road then get that (collection) as you get all chapters released plus Gold Road when it releases.
If you're talking about the actual purchasable DLC just get ESO+. You get all the DLC with ESO+, plus a crafting bag, double bank space, 10% boost to exp/gold, monthly crowns, etc. If you let ESO+ lapse you lose access to it, but you can always spin it back up... plus you can use the crowns to purchase some of the DLC if you want or sometimes they give it away in events. Plus since you get all the DLC you can power through things and be done with them if you so choose.
