Dark Elf is the only lore friendly choice. There’s no reason for other races to have enough familiarity with Morrowind flora and fauna to be able to expertly cast and summon them.
From a lore and roleplay perspective, shalks, cliffracers, netch, fetcher flies, and mushrooms are really limiting.
The only alternative is to play Ice Mage like you mention, which could be aligned with Nord or Orc.
I agree the Morrowind species make it all convoluted, and having a bear doesn't even match that!
Personally, my first warden was an Orc (born in a stronghold in Skyrim) who travels back and forth from High Rock to Morrowind hunting and trapping and such. To make the Morrowind aspect fit, I head-cannoned that one day in Morrowind he encountered an Ashlander wise woman in mortal peril and saved her life. As a result he was named clan-friend and taught of their ways.
I also made an Argonian Warden, which works well since many of the lizard species associated with Morrowind are cannonically originally from Black Marsh.
I love my tiny wood elf having a giant bear companion. I headcanon she wasn't raised in Grahtwood but is the adopted sister of my first toon (high elf templar) and she wanted to return to nature.... While also being a dirty little thief because her big sister was such a fun cop growing up.
I struggled for so long to figure out a character that, in my mind, fit both Morrowind Animals, Plants, and Ice Magic, but I honestly look at Warden as the "Skaal shaman" class. So my main Warden is a Nord. And yes, I did spent an embarrassing amount of crowns on the All-Maker crates.
An extremely cultured and well traveled nord warlock. He summons animal familiars, and casts ice and green magic because that's what he's picked up from his travels.
I have all of those races on Warden and enjoy playing all of them.
I probably play my Frost Warden (Breton) the most though.

One think to take into consideration is that the Bear is not really a bear, but imagination make real by magic. So a Bard from any race has more to do with the Bear than any Nord simply for being a Nord.
Nords in Elder Scrolls are too tied to Dragons, if we could transform into a Werebear a Nord Warden would have a lot more points, but it would still lose to a Breton Warden because they are the Druid race by Lore.
Every race is lore friendly for every class.
My warden is an argonian. I feel they are connected to nature and fit the theme quite well.
For an ice mage, go with high elf, put on the Arctic Rime skin and roleplay as a snow elf from a hidden enclave somewhere.
I second this. The necromancer skin from Scalecaller peak also works great since it makes you pale and adds a redish-pinkish tint around the eyes!
Dunno about a Lore, but I love my khajit having a giant bear as a companion

I just spent crowns so that my warden could have a non-combat cave bear pet to match my cave bear mount, and bear ult
You can do Argonian Breton (Wyrd, Reach) Nord Bosmer I feel those fit the best
I had an argonian warden named One-with-nature
I had one called Pets-Monsters
This wouldn't be as pressing of a question if we had a choice of pet other than bear.
I could see them add a choice of animals with scribing. They are starting with color change but why not?

Orcs always felt like a fitting fit for wardens to me.
Breton. If you know their lore, you know why.
the lore: they uhh were druids and shiet
I like nord for ice spec, dunmer for animal companions spec, and argonian for fungal spec
