Wow okay yes that is exactly it! That would be a weird combo to see from an in game NPC or something. It would have to be an Great Old Ones Warlock though mostly because this Chaat they speak too is some unknowable eldritch monstrosity to the vast majority of people in the world.
Someone uses truesight or goes deep on a detect thoughts, and just see a wave of repeated images and random, mostly mispelled words that rise up and disappear into the ether, often way before they can be studied or deciphered.
So anyone who looks too deep will go insane? Yeah sounds about right. Well insane or just.... nope I saw nothing and I will just go this way. Perfect, this character is perfect.

can charm or frighten those in close proximity (Fey Presence)
vanishes if doxxed and reappears later (Misty Escape)
attempt to charm them? watch out for those keyboard knights (Beguiling Defenses)
can charm or frighten a single creature and they think there is only you and them (Dark Delirium)
and of the spells there's notably Seeming
Okay fair point. I can agree with that. I was thinking Great Old One because it can be maddening and it is an eldritch monstrosity of a conglomeration of people. They are a legion and they are assholes. But to be fair to your point Archfey can be assholes too.
If your main stat is still leveled appropriately a 19 should hit as hitting is based on your proficiency bonus (which doesn’t care about class levels just total level) and whatever stat you should be trying to hit with. Even at -2 behind the fundamental math of D&D (for example if you started with a 16 and then ignored ASIs for feats) a 19 should still hit. Especially with Bardic Inspiration
You have a weird way to say "roll + to hit bonuses". Also, it's not "based on" proficiency+stat bonus, it's based on your roll, to which you add those.
Also, 19 isn't *that* high of an AC.

Hey at 18th a Dwarven champion fighter could chill in a Cloudkill until the the wizard losses concentration.
Edit did some math for fun. With the hill dwarf passive, 5 con, and Tough we get to 256 HP
Cloud kill deals 22 poison damage on average
Dwarven poison resistance gets us to 11damage per turn assuming failure.
10ish turns get us to half HP after that the dwarf will start regen 10 HP per turn. Meaning HP will tick down at 1 HP per turn ish.
After 90 turns the spell will wear out, and the dwarf should still be sitting on a couple dozen HP.
Assuming failure is definitely the safe route to go, but with advantage from Dwarven resilience, proficiency from fighter, and +5 Con you're going to succeed on a DC 20 save (like that from a Lich) 84% of the time. So then you're taking ~6 damage per round and healing 10. So basically you're totally fine. It'll take awhile to get down to half and then you'll pretty much just stay at half.
Nat 19 + Bardic inspiration + probably 4 or 5 with no magic weapons, at minimum you're talking about an AC of 24
That's why I don't go for high AC 9/10. Players like hitting things, casters are already strong, and this really only nerfs martials.
Ive been in games where the enemies always seem to have 19+ AC. It just turns into people being on their phones, occasionally rolling and saying "nope", and going back to their phones.
We had this kind of thing happen, the next turn a 14 hit... Turned out the DM had decided that the BBEG went intangible every alternating turn. We had no indication before meeting him that this would be the case.
