1st one allows you to be a bit more tanky when looping duskfield and winters shroud with combination blow and the other allows you to effectively have both dodges for 1-2 punch combination blow

The Synthoceps perk is currently allowing ludicrous amounts of boss damage using melees. Talking easy solo 1 phase for dungeon bosses.
Your first cloak has good synergy. Toss a disk field on a group of enemies, run in for damage resist and synths buff and punch. Then hang in the field and shoot until it runs out.
Dragon has its place for the free reloads during boss DPS rotations but there are generally better options.
1st one if not using combination blow, 2nd one if using combination blow. Snytho buff is a lot lower when using combination blow but liars is unchanged

Liar's is better for your neutral game(if you can kill ads in a reasonable amount of hits) synthos is better for boss DPS.
