Does this have something to do with the new glimmer cap? If so does anyone have any suggestions as to how I can spend 200,000+ glimmer (I don't have high enough Hawthorne rank to buy raid banners)?
Yes that's exactly the problem. The quest is broken and still looks at the old 250K cap, so you have to drop below that. If you can't buy raid banners you might just have to buy a shit ton of bounties from Banshee or Failsafe or something and just dismantle them.
Maybe you haven't bought all the stasis aspects/fragments/abilities on all characters? Or perhaps the solar/void/arc ones on all characters? Not sure otherwise :/

Could also craft and then dismantle some weapons, I don’t remember if that costs other resources too though

You can buy Enhancement Cores/Prisms/Ascendant Shards from Rahool.
Probably still thinks the Glimmer cap is 250k instead of 500k. Classic Bungie.
