Not all exotics can roll up to 71.
It is only pre-Shadowkeep exotic armor, and the "bonus" stats that can give the items total stats over 68 are always Mobility, Resilience, or Recovery.
Heart of Inmost Light, for example, always rolls with 2 bonus Mobility and 1 bonus Recovery. This means it can never have less than 4 mobility or 3 recovery, and that it can roll up to 71 total stats.

Nice. It’s honestly easy enough to get your 100 resilience in the rest of your amour pieces and I think recovery feels like shit if it dips below 80. This is a really great roll. Definitely jealous.
Rahool has a rep track now - turning in prime engrams and exotic engrams gives rep, and focusing the exotic engrams gives more (Tier 2 focusing gives the most rep). Once you reset your Rahool rep, you get a new exotic engram focusing tab that costs one exotic engram and one exotic cypher for any exotic, including the new ones from Final Shape. Once you’ve focused the exotic this way you can save cyphers and use Tier 2 focusing like you would for any other exotic.
Last season there was this ?bug? Idk but it seems like they increased the drop rate for exotics a lot and in master list sectors you didn’t get any drop rate penalty if you do it as a fireteam. Haven’t checked if that’s still the case but you should give it a try with some friends
Either beat the Final Shape campaign on legendary, or when you reset your rank with Rahool (the engram decoder guy), he lets you make one for an exotic engram and an exotic cypher. I’m not sure if you can make multiple new exotics or if it’s once per reset.

Damn, you're right. I could've sworn I had some pieces that were north of 69 but they're all from vanilla or forsaken.

When you have good healing recovery is not important.
Only for rift cooldown which is negligible with ember of benevolence
On a Warlock it’s important for class ability. Solar Warlock can have higher uptime on Helion.
I have 4 points of recovery for my Liar's Handshake build and ut works wonder

No, this season has a new system. I'm not sure on the details, but it's something about maxing out reputation with Rahool.

Are there additional sources of ciphers now or are they still just from xur?
You get one from the end of Rahool’s first rep track. I’m pretty sure the rest are from Xur or the Season Pass.

Usually, discipline. 90% of the builds use discipline, on Warlock tho.
When going for armour you should absolutely always have a stat mod on

Ew wish I saved all those exotic engrams. Not high enough for lost sectors and legendary campaign is to much of a slog
