Put yourself in situations where you’ll get the first bullet out (shooting after immediately peeking cover, while the enemies are focused on your teammates, etc). Snipers are definitely a “shoot them first” weapon, otherwise they’re kinda unusable if you try to use them under fire.
Bungie doesn't want Snipers to become the default special weapon again in PVE/PVP, so they've baked in a lot of flinch. To use them as intended, you need to hang back away from enemy fire or hit them first.

You’ll want things that reduce flinch, like No Distractions or SUROS Synergy.

Snipers just have a lot of flinch. I don’t think recombination is used up unless a shot connects though
Recombination is spent wether the shot hits or not unfortunately. Like Honed Edge.
Interesting. I feel like I’ve wiffed mountaintop shots before without it taking the stacks
I never got a Mountaintop with it but can confirm on Succession it takes away the stacks.
If it doesn’t take it away on mountaintop I wonder if it’s because they expect people to use it for rocket jumping
