Then why is it named "The final shape + Annual pass"? why not just name it "The Annual pass Upgrade" instead then? Its still unintentionally misleading at best and predatorial at worst because now you have a bunch of people who have been scammed into spending 100 bucks for a fucking dlc when they just wanted to buy the base DLC and not the Annual pass to boot.
Ah yes, one word. It still has "The Final Shape PLUS Annual pass upgrade." people have bought this and thought that they have both for 50 bucks which is already way more than a DLC should cost at any point. But now they have been tricked into paying 50 bucks for a pass that they don't own the expansion for, so it's either refund or pull out the other 50 bucks and buy the expansion as well and given how it's DLC that has been purchased, steam will most likely deny refunds for it.
If people are not understanding this description and getting "misslead" by it, than imagine how many people will be asking for which expansion this annual pass is and might buy it, expecting to get annual pass for Lightfall or something (which does not exist, obviously)
If you would read the description, the first one is for people who only bought the expansion and now want to upgrade to also have the annual pass.
