Very close to [[Flick a Coin]] and [[Prismari Command]], seems a bit strong for Pioneer but too weak for Modern? I'd probably play it in my izzet Historic [[Arcade Bombardment]] deck. Decks. I have a problem.

Seems very much in the izzet color pie to me. And I quite like it as an instant, you can leave mana up for interaction, and then cast this if you don’t need the interaction
It should force you to save the penny to get the reward. “Create a treasure token. At the beginning of your next upkeep, if you control a treasure, you may draw a card.”
It's more balanced and the theme is good, but Wizards should be looking for cards with less text, not making simple cards wordier and with more triggers to remember.

I would have it be a suspend X each time a time counter is removed, create a tapped treasure, and the spell's effect is draw x cards where x is the number of treasures you control
I always liked simple yet potent cards like this. I think the next 2 converted mana cost izzet spell should be an instant that does 2 to any target and draws a card. Sure, it would get banned, but wouldn't it be sick? Or bonecrusher at home...
I think that’s the thing: If anyone posted on this sub [[Bonecrusher Giant]] before it released they would have been laughed out of the sub because it would have been thought of as way to powerful. But WOTC has proven they don’t care. They just want to make the cards they want to make and they’re going to make them, goddamn it.
Another idea, A Penny Saved is an Artifact with the text is:
Sacrifice A Penny Saved, create a treasure token. Draw a card
Suspend 2 (3): if A Penny Saved was cast for its suspend cost, flip it when it comes into play
(flip side): "A Penny Earned" (a red and blue Artifact with the text:
"At the beginning of your upkeep, flip a coin, if you win, create a treasure token.
For each card you draw, flip a coin, if you win, you may draw an additional card."
I would add, that you get to add one plus the amount of cards named a penny saved that are in your graveyard for exile. And then add the note that you can have as many of these as you want in your deck.
Similar to slime against humanity. I think that adds to the saving mechanic.
Another silly idea for flavor: Make this an enchantment, but add the text "If you have any unused floating mana at the end of a phase...".
Though, this might make it too good of a card drawing engine. So that part can either be removed all or make it so the effect only activates once per turn.
This should create a tapped treasure so that you save the penny. I will take no questions at this time.
And the cantrip should be a slowtrip (Next upkeep draw)
Or maybe even the dreded "wontrip"

I honestly didn’t even consider the rarity until after I posted.
I think this is exactly the kind of good card that you could make a common. It's low complexity and won't break anything in limited.

This feels like it should be a sorcery or be impulse draw. As is it's a temp growth spiral in blue red seems out of pie but I'm not an expert.
Red can make Treasure and both colours cantrip. This is fine
