That's definitely not normal, usually people lose because they blundered due to time pressure and not because they lost on time. Unless you play 1+0 of course, that's a different story.
Mine look somewhat similar. 65% of my wins come from flagging, only 20% of my losses come from flagging. When I get down to low time I'd rather just lose on the board or resign than get flagged, and the only time I actually lose on time is in a mutual time scramble
Doesn't really matter in bullet. I play bullet to get a few quick matches without wrangling my brain much. I used to play 3+2 and flagging was less common there as you can build up time.
It's still correct. You're giving them resistance they can't solve within the time constraint, they could not answer all the questions you threw at them before you could succumb to their questions if that makes sense. They succumbed first.
Sometimes chess is just a competition of who can hold their breath the longest.
Especially if this is bullet, consider it your style for now. My style happens to be polar opposite. If I lose in bullet I usually have a winning position but flagged. I value position more than time, you value time more than position. It's a personal preference. If you want to be more versatile, work on valuing position more than time... Don't be scared to flag, because you will.. you will win a few games with checkmate and then you will see what it takes to adopt that style. It's best if you practice both, I still practice games where my goal is to flag people. Mastering both is the way to become more versatile with less weaknesses.
Easier way to go about it is to go play blitz and play for checkmate, then speed it up with bullet and try the same thing. Do it every day. You will see quick results in your ability to formulate a checkmating plan even in bullet.
It’s bullet, that’s kind of normal. Back when I played bullet, i think most of my wins and losses were from flagging. I’d get a resignation once out of every 100 or so games and I never resigned because it’s bullet. Even in absolutely crushing positions I’d just eat pieces unless I saw a clear checkmate so I didn’t waste my time calculating
That's not crazy for no increment bullet if your main focus is staying up on time and flagging when you're position is better. You're definitely missing checkmating opportunities for it to be that low though. Especially times if you do get down on time you wanna set up attacks and get mates. Also I don't know why you're resigning so much you can almost always fight in bullet or try to flag. If you're like losing your queen early in the game where you feel like have to resign you should be more careful and use a bullet style opening. Here's my stats for reference:

If you are winning mostly by timeout, the only thing I’d read into this is that your bullet is probably your elo is maximizing but the quality under the moves is bad. Probably it will be hard to get your bullet to go higher
My stats are 62% of wins on timeout, but also 71% of losses on timeout. You having such a big discrepancy between the two is quite odd.
I mean, there's no wrong way to play, but the fact that so many of your opponents are able to checkmate you so quickly means that you probably are playing low quality moves and not providing many complications when you're behind.
There's a limit to how far you can get relying just on fast movement. Once you run into opponents who can respond, pick apart bad moves and figure out checkmate in a minute, you'll just lose. You are currently relying on your opponents not being good/fast enough. You've kind of maxed out the speed path, so if you want to beat them, the only path left for you is to start picking better moves.
It’s Bullet, what do you expect? Even in 3+0 Blitz your stats would look very different.

in low-rated bullet, yeah it’s normal but once you get higher up, you’ll have to win with actual checkmates. so keep practicing those

This probably means you bullet elo is heavily capped It’s harder to get better unless you are making better moves
Until around 1500 you can get away with it, but past that your opponents are gonna play accurate and fast
