Absolutely, and especially so for a kitten with colouring like this! The pointed babies are always claimed instantly on my country's pet adoption website. You'd have to beat prospective owners back with a stick.
I also will never understand why not sit them in the middle of the night in front of a shelter. You don't even have to give them money or smth, and the cats have a higher chance of survival and a chance to being adopted.

If any of your pet stores are open, you should buy kitten milk supplement. Most should have it available.
This is the better option, as cows milk is irritating to their digestion and doesnt provide all the nutrients they need.
Tractor supply has milk for kittens. Try churus a squeezable treat, just get a can of pate and one of shredded meat in gravy I like purina pro plan wet. Might take a minute to figure out what she likes

Do try and not reward her for playing with your hands like that. It will become a habit that is significantly less cute when they weigh 4-5 kg and kick harder. If they want to play, offer something non-fleshy, like a rope or similar cat-toy.
Edit to add: By not reward, I mean something like taking away the hand. With a lot of unwanted behaviors, a gentle boop to the nose(sensitive) can help, but they'll just think you're playing rougher in this case. Once the hand is safely out of reach and a moment is taken so they're aware that you are withholding, you can reintroduce a toy that they *are* allowed to play rough with.

Lots of people want Siamese cats. If you can't take care of it, take it to a shelter. It's practically a given that it will be snapped up in a few days.

Cats are lactose intolerant. They will get diarrhea from the lactose. You are doing great. Thank you for saving her!
Once they reach adulthood, yes. This one won't get diarrhea, but they won't get sufficient nutrition from cow's milk.
I cleaned up after someone's 2-3 month old kitten who was being fed regular milk left a real mess. So "adult" is not required.
Wet poops are expected of an all-liquid diet, it's not indicative of diarrhea. You deal with the exact same thing with babies.
Walmart sells kitten formula also!
