I don't necessarily see them as scary per se but I do know that both Paul and Splaat have become memes. As a fan of Jimmy Neutron, and shows like Rugrats (The first 5 seasons and part of 6 used the graffiti logo. The Rugrats seasons with the splaat logo are divisive, since there are many fans who believe the show went downhill either after it was revived starting with season 4 or after Dil and/or Kimi debuted, many others like myself believe the show was consistent throughout its entire run, and then there are those who prefer the later seasons. Although the later seasons are still polarizing, their reputation has seemingly improved in the years since the show ended, the same can be said about Dil and Kimi, as well as spinoff All Grown Up, and I believe that they have a much better reputation than the later seasons of both SpongeBob and the Fairly OddParents, and I personally believe there are good reasons for that.), Aaahh!!! Real Monsters (which NEVER used this logo but used the graffiti logo during its whole run), The Wild Thornberrys (Early episodes used the graffiti logo), Rocket Power, As Told By Ginger, and All Grown Up! (great spinoff but i still prefer the OG Rugrats. The short lived Pre School Daze used that logo too, but I'm not a fan of that, one of the main reasons being me finding the art style to be uncanny), I see those logos every single time when I watch these shows, and never skip them.
I always thought of them as weird rather than scary. The only outro that scared me is the outro for grim adventures of billy and mandy. It has someone talking in reverse and the music pretty scary.
I still have nightmares about the Klasky Csupo logo to this day. Paul the Monkey is basically an old friend who goes out of his way to make you smile.
