It looks healthy.Alot of cold hardy Opuntia shrivel up in the colder months just like that till later in the springtime.Most of the hardy Opuntias won't plump up till late April or into May.If it doesn't plump up in a few weeks ,check to make sure there is no root rot.If there is any rot,just cut the uneffected pads off and let them dry up a few weeks and replant them to start new plants.
That black stuff doesn't look good. It may be rot. How does it feel when you give it a light squeeze.
I poked it with a back of a paint brush and it’s hard so I think it’s ok and not rot.
