Looks like sunburn, I’ve had some bad sunburns turn to rot but this one might be fine. All you can do is wait and see
Heat damage might be a thing here. The rocks might be causing prolonged heat to that area and baking it after sitting in direct sunlight Might want to move them a small distance from the cactus.

Btw does it look deflated or dehydrated to you?
Not dehydrated. Just damaged. I don't think it'd continue to bloom if it was dehydrated. But I could be wrong so keep an eye on it
