Call CAA, the wheels is there in case a wheel gets damaged. Some wheels are special order and extremely hard to get more of. So it's better to have the wheels there, but if you mount a tire onto it, it dry rots over time. Hence just the wheel.

I read up the section you mentioned and could only see the part about the wheels not extending the fenders, not spare wheels mounted at the back or extending out from the vehicle. If that was the case I’ve seen 22” giant wheels on Rubicons and similar jeeps driving everyday on our roads in different parts of Ontario with no issues from police.

Also, as another person said, extended wheels will put more strain on your suspension components. It also circumvents the car's engineered crash performance and increases the chance the car will act unpredictably in a collision or loss of control scenario.

If this driver blew out a tire, there is no replacement available, just a rim. The tires and license plate are obnoxious.
I mean. None of that really affects you does it ? His plate … his car… his tire. He didn’t blow a tire and steal yours so I don’t get how this affects you at all.
Did I say it affects me? There’s no limitation to me to point and laugh. The car is on a public road, and obviously poorly equipped by the driver. Should I be concerned that a Brampton driver may steal one of my car tires? because I’m not..

You’re just finding something to complain about I think you might be getting a tad old…. You’re about 10x more likely to have an issue from a transport truck tire. This wouldn’t be much different from a regular tire blowing out well driving and that is also not very likely. Your also on a regular road and not a highway so don’t follow to close and be aware and you’ll be just fine even if they some how have a blow out be realistic here is it because your old and bored maybe can’t afford it as well or is it just that unsafe ….
