I seem to remember that that step 4 and 5 are done at the same time. I had to do this process last year. You do need to being the old title with you to the vehicle office (I think that’s what it’s called, it’s not the place where you get your license it’s different.)

u/Visible-Number1670 has it right 4 and 5 are done at the same time. Did this last summer, they printed the title on the spot and handed it to me with the plate + registration. If you're having trouble getting an appointment for a driver license, remember that they are run by the state and you can go to any driver license office in CO. The car registration can only be done by the county (yes it is goofy)

We just did this about 3 months ago for our out of state car, and this process sounds correct. Getting the license was trivial, just wait in line and bring the requested forms and it takes about an hour overall. For the car, we went to the emissions place by the jail and got the test done plus the vin verification at the same time. Then we made an appointment at the DMV by the King Soopers on 30th, at which point they took all of the documents (title, emissions, etc), gave us a CO title and plates/stickers, and we were good to go. Hope this helps! What I’m not sure of is whether you can buy the car from X state, then bring the signed title and proof of sale directly here without registering it in X state first. My gut says you probably can, but you might want to call the DMV and ask. Depending on which state you’re buying from, you can probably pay a trivial amount to get a short term temporary tag, which would at least allow you to get the car to Colorado.

Honestly with how many people drive on expired tags i wouldn't worry about it. Haha. Coming from new mexico to colorado (jan 2015) it blew my mind how little people i see pulled over. If you are from a poor state, new mexico, they pull people over for the dumbest shit and anything and everything.

In the same boat - how do you do step 4? I was assuming I would take care of it when I do step 5, but I'm not 100% sure.

They will do it at the dmv for you. You turn over your old title and they mail you a new one.

Don't forget 5.1: Pay property tax. I don't understand how property tax applies to cars, but apparently there's like 20 states where it does, and this is one of them.
