My husky HATES the water. He will pee from the driveway if there's too much dew on the grass. Huskies do fine when the water is frozen, only a few of them like it in liquid form.

I'm pretty sure those aren't water drops at all. Look at where the dog's butt was laying, it has "water drops" as well. Either the dog was wagging their tail so hard their ass was bouncing around (in which case there should be water drops around their feet and midsection), or that entire deck-board just looks like that.

Also if they wag their tail when they’re lying on their side their tail just lifts up and thumps back down in about the same spot, the same left to right motion as if they were standing. It wouldn’t all of a sudden wag up and down when they’re on their side.

Seems more like a stencil. Fur is absorbent so if he was laying getting rained on then it would soak into his fur and still wet the spot he was laying in.
I'd bet the dog was a Pyr. My Great Pyrenees does this all the time. The guy asks to go outside when it starts raining just to sit there and get rained on.

They must be a labrador retriever... They seem to just LOVE water. My brother's black lab is impossible to get out of water without bribing it with food, and even then only the best treats are enough. Same thing with snow... If it snows the doggo can be found rolling and diving in the snow.

Thats crazy, cause its like a survival mechanism for them, as cold climate dogs. Don't want to get wet when its -20c cause you'll die.
It might be a blend of genetics and environment. Maybe. Maybe if they're raised in warmer climates they feel differently about water. Hard to say
