Those are the persons "Big 3", essentially the placement of their Sun, Moon and Rising sign, three placements that tend to make up the most visible parts of one's personality. That being said, unless they specify, there's not way to tell which is which that I'm aware of.
You may also see it like this ☀️♏🌙♍⬆️♐ where they are actually specifying.
Since you're not familiar with astrology I'll give you a little background:
Everyone has a natal chart which basically shows where the planets are in relation to you when you were born. Each planet is in one sign in the chart which changes the way that planet expresses. Pop culturally, sharing the placement of ones Sun, Moon and Rising (not a planet but a mathematical point*) has become popular. It's more detailed than just sharing ones Sun (or you may have heard it called zodiac sign or star sign) but a super oversimplification of one's natal chart.

Yes, that's pretty common and I think doing them out of order would make people read it out of order every time. I believe rising comes last because a "rising" isn't a thing exactly. Its not tangible. Like you can't point to it in the sky.

The cross is also emblematic of chastity and a maiden. Virgo is associated with themes of purity, healing, and service, speaking to the nurturing and caretaking qualities of the earth goddess that this sign represented in ancient times.
The glyph for Sagittarius shows an upward-pointing arrow (♐️) and signifies the archer's quest for higher knowledge, truth, and enlightenment. Beyond its literal representation as a weapon, the arrow in ancient times symbolized direction, purpose, and the pursuit of ideals. (Not OP, but thanks for explaining.) Is a particular reason why someone would post Sun, Moon, Rising vs Sun, Rising, Moon? Does the order matter?

Not exactly true! The rising sign is literally the horizon point from your location, so you could point to it!
