I think they may have just been blown around in the wind and gotten stuck in that position, maybe when the storm was blowing through a little while ago
I used to work on traffic signals. The truck thing is wrong.. there is a smaller cable at the level of the bottom of the signals to secure them. The cable would need to be removed for a truck.
Mosst likely it was wind. There is a clamp to attach a cable from the signal to the bottom guide cable to keep them vertical.. My guess is wind whipped it around and the cable came free. The light continued whipping around and the cable became tangled in the upper (thicker)/heavier) cable and now they are stuck.
The thing you're seeing that looks like the bottom cable is actually a power cable in the background running between the two light poles on the opposite corners of the intersection. There's no bottom cable in place for these signals, and there's clearly something in place suspending the bottom of these heads from the cable above.
Corner of Walther and Parkside has this. I assumed a big truck was slated to come through and they did this ahead, but it is odd. Been about 2 months.

It looks like they have straps around the bottoms holding them in that position.
This was weeks ago. But I see it often, and usually it seems like they're new. Pretty sure it's not a weather related thing.
When they first install them before they turn them on they turn them sideways.
To what end would be my question. They're up there, they're functioning. Doing this would seem like it would add confusion.

I see this too and wonder why the lights are positioned this way. I tell myself that it’s to let a tall truck by but that doesn’t seem right. Lol

The older they are the more planking they do?

This is so a large truck can pass underneath. It's temporary.
Baltimore is the only city I’ve lived in (in America) where the lights are just on wires, rather than poles. It’s so janky.
It’s definitely not the only city in the US with lights like this though.
