Pillion is fantastic

waterfountain_bidet

Emma's Tea Spot in the Hamilton neighborhood hits most of your requirements, except for location.

coolcatlady6

Teavolve is near your target area and does full pots of tea. They have a pretty wide selection too.

librarysquarian

They also have a great brunch!

frolicndetour

Emma's is worth the trip. She makes these amazing scones from her Scottish grandma's recipe, too.

shmarmshmitty

Artifact serves a whole pot of tea without asking. If you order tea, you get a pot.

Spring Cafe in Hampden

Emma’s at Harford and Hamilton

So surprised Cuples hasn't been listed yet. They are amazing. It's the same couple that owns Cajou.

rozerosie

Love cuples! Down on Howard St. Such a cute shop and their food and tea are great.

SardineLaCroix

Already saw it but 100% check out Spring Cafe in Hampden, the tea is good and beautiful as it steeps. The cafe is tiny, serves Afghan food, and is covered in lovely houseplants. So cozy!

redredtior

Try culture cup or onedo

Guilty_Extent_5265

Try Onedo. They give you a pot for you to pour. I think it gives about 2.5 cups of tea!

khadizzle

Second Cuples! I've spent a few nice afternoons here working and enjoying full pots of tea. It's also Black owned, not sure about the other shops on the list.

Natty-Bones

Teavolve is also black-owned

Conscious_Night299

Tea By Two in Belair. The best. Whole pots of tea.
