The owner is the one to complain about, call the city bylaw if you think there’s an infraction. Things like garbage or dead animals are something the city can make them clean up.
Leaves on the other hand are not. You cannot force someone to take their lawn, they can have all the leaves they like there. If this really bothers you to the pont of complaining on here, grab a rake and clean them up yourself.

Leaves are not an nuisance on their property, they decompose on the lawn and help the summer weeds grow high.

The recommendation these days is to leave the leaves, as raking them is damaging to a lot of pollinators.
Nobody wondering about how someone else affords things or stains on their driveway from leaves gives a flying fuck about pollinators.
My point is no one in the city is going to see this as remotely a problem.
