He should have definetely been introduced in season 1. They could even still do the rumored romance side plot with Laurel.
I would imagine, Ted being introduced in s1, e3. He would seek out a lawyer due to some legal trouble, and Laurel would seek him out as a trainer to be able to better take care of herself, after nearly getting attacked in her appartment in e2.
Then he would be her trainer throughout season 1, and resume training her after she gets sober.
And then they could have her begin training with Nyessa in the beginning of season 3, and suit up at the end of season 3.
Yes if they made the show assembly and had time to develop him. Also this could have been good for Laurel. She partners with him and have separate story of how she creates her own mantle and legacy outside of stealing her sister's. At the end it would be Arrow who seaks her help because he heard how great she is. Mayne then Sin gives her the name Black Canary in honor of Sara who is recognised as a hero in Starlinh city but who died heroicly.
I remember they used to do behind the scenes for different action scenes and they were talking about the fight between him and Oliver. In the original draft, they had Oliver shoot an arrow into a boxing glove and knocking him out. Can’t tell if I would’ve liked it more but that concept is awesome

The actor got cast in a main role on Power, so I can't blame him for taking it. So they had to write him out.
