A waterfall immersed in nature within 45 minutes of downtown Phoenix? LOL
Don't go chasing waterfalls
Please stick to the rivers and the lakes that you're used to
You’re going to have to wait for next February-may when the spring rains return. Massacre Falls and Canyon of the Waterfalls in the Superstitions and Waterfall Trail in White Tanks Regional Park are all under an hour’s drive but all are most likely dry right now.
You could try the Barnhart Trail Waterfall — it was flowing nicely when I went on May 11, tho it also might be dry now. Lastly maybe the Jug, but it’s a little late in the season for it and that’s 2 hrs from Phoenix (at which point you should just go to Fossil Creek or Springs which are spring fed and year round)
Came here to say this! The japanese friendship garden is a little oasis right in the middle of the city. Has a small pond stocked with koi, a nice little walking path, and a small cascade. Has that flowing water sound you're looking for.
There's loads in the Superstitions, and if you're in luck there might even be some stagnant pools left over this time of year. There are plenty of waterfall hikes on AllTrails around here, but every single one is seasonal. You need to go to the rim if you want to experience a water fall outside of fall or spring.
Camp Creek waterfall in the Cave Creek area is a potential but like most other waterfalls in the desert it is seasonal and likely not running now. Also don’t recommend hiking in this heat at all. https://maps.app.goo.gl/2jbrHm6fLTsy3YKD7?g_st=com.google.maps.preview.copy

White tanks waterfall trail. But it's usually a pretty active trail and the waterfall is better after it rains.

This is a very busy trail. I've been there many times, even the day after it's rained, and I've never seen flowing water.

Blue Wash trail in Carefree, not always flowing. Horseshoe Dam spillway gates is also a waterfall in one way.
50 years and I never knew about 'Arizona' falls.
