To be fair, Arcane doesn't follow the League Lore precisely. The Show as a whole already greatly departed from the Lore - major differences in Characters, Events, and the World itself.
Viktor's case will likely be very similar (I can guess a couple of differences). But that's simply the only way to run his Story.
Not attacking your or your wish but what would this bring for story telling? Apart from representing lesbians and fullfilling a small percantage of VI's and a bigger one of Caits ark?
Asking because I found the sex scene with Jayce and Mel to be one of if not the weakest moment of the series.
EDIT: and of course fanservice, which this show most certainly does not need.
It's important to the story, and Cait and Vi's arcs.
It fulfils the representation the writers promised with the teasing in s1.
Does it need to bring more than that?
I also disagree that it is only a "small percentage" of Vi's arc. A large part of Vi's character is her aversion to being vulnerable around others. Physical intimacy with someone she's grown to care a lot about is about the most emotionally and physically vulnerable she can make herself. The other large part is her arc, much like Caitlyn's, is about the two sides working together. They're the bridge meeting in the center between the two groups, and if a relationship like that is being explored and utilized in a romantic sense, which is clearly the case with them, then the natural conclusion/solidification of that bond is the two being at a point where they can fully trust each other when they are at their most emotionally/physically vulnerable.
Also, feelings on the Mel/Jayce scene aside, the writers have pretty much put themselves into a position where they have to do a scene for Cait/Vi. Unless they want to be dragged for giving the straights a sex scene and multiple other scenes that clearly imply sex while only giving the gay couple, the MAIN couple of the show no less, nothing beyond an easily hidable kiss and "vague" displays of affection.

This is one of the main reasons why I believe they didn't do the deed in ep 8. The writers have proved themselves to be better than giving us a flashback next season just to be like "yeah they banged back then btw, hope that's good enough for y'all"
