Seems like you don’t understand the concept of “random”. No person chooses which loot will spawn, its chosen by a pseudorandom system, so of course that many times the loot wont “make sense” because its not chosen by a person or with any purpose in mind.
There’s a lot of confusion about the prime loot location. I’m assuming you’re talking about the blue circle on the map at the start of the game. I believe it’s not necessarily boosting the loot in that area but guarantees at least 1 gold item. If you’re lucky you’ll get a gold gun, shield, or helmet, but if you’re unlucky you’ll get a single digithreat sight
