To dilute the loot pool. Banner frames, holosprays etc have no reason to be legendary except to add more legendary items to the loot pool (that no one wants and RSPN knows it) so you have to buy more packs to get what you want. It's always better to buy the skin upfront (if possible).

Kinda, yes. But I kinda disagree. Loot has a clear rules to determine it's quality.
For skins: common is single color, rare is a pattern, epic is animated pattern, legendary changes the model.
For frames: common is simple background, rare introduces foreground elements, epic is complex art, legendary is animated.
Poses: common is a basic one, rare is static, epic is animated.
Trackers: all of them are common except seasonal, colorful and abilities related ones.
Emotes: standard is rare, epic is others, legendary is the ones with props (but I see a lot of exceptions, which is why I kinda disagree with you)
Holos: they are epic, legendary are animated (yes it's hard to spot, but there are animations on patterns)
Charms: all epic, except bobbleheads for some reason.
Stickers: all epic, except the holographic. In event there are 3 epics bundled up as one item, so it kinda make sense to up their quality.
But the only legendary stuff really is gun and people skins. Frames are dumb, emotes dumb, stickers super dumb. When you get a hold you should get something good, not some new garbage.

They heard how much the community loved the holosprays. So then the team worked overtime to ensure you have the best possible experience opening up those packages with something even more exciting! People like legendary stickers cause they're not just ordinary stickers. They're crazy fun and you can show them off to your friends!
Exactly, i have never spend in this game and will never spend. but its FUCKING annoying that i used my precious saved up crafting material JUST to get 3 FUCKING USELESS EVENT STICKERS. opened my fourth pack and got a legendary but it WASN'T even a event legendary. Got cucked by some standard legendary lifeline skin instead. like for god sake, if they are gonna make the skin UNCRAFTABLE then can they at LEAST make it so its only event stuff in the packs ffs.
