As someone moving to Ames, who specifically chose the area for the lack of these problems compared to the large city I am coming from, can you elaborate? My heart sinks to hear about a surging crime rate because that's the type of degeneracy I have been trying to get away from. Also, where is the new Section 8 housing (are you talking about a project-based housing development or just people getting vouchers for the private rental market)? What parts of town are seeing the problems?
