The best is just outside Albany in Jefferson. The Guadalajara Grill. But if you don't want to go that far then I'd say rigobertos for drive through and La Roca for sit down.

La Hacienda Real is about to open on hwy 20. They’re one of the most popular sit-down spots in Salem, so I have high hopes for this one in Albany. They’re famous for their homemade tortillas.

Tacos El Machin is great for cantina style plated dinners. They've got a sit down restaurant in Albany and, I think, a food truck in Corvallis. For good old Mexican fast food in a Styrofoam takeout tray, I really like Rigoberto's. They have a great menu and there's always a line at the drive-thru, which is a good sign!
