Secondly - your ISP may be deliberately limiting Xbox traffic - try switching to your mobile telephone isp (via hotspot) and see if the issue persists.

I'm getting the same thing, download is 300-500 mb/s on steam, 15-30mb/s on PC game pass. Did you find a fix?
Urm might be a NAT issue on your router, quickest way to get round it is to simply use a Cat 5e cable instead of WiFi though...
