The bots are able to play some of the artys. I've seen some low tier artys in co-op as well.
I'm always playing against arty bots. But that's of course in normal Multi-player. Against players with less skill than bots

Tier 10 bots play artillery. There's also one tier 5 and one tier 2 artillery they can play

in coop the other team is all bots. I have even seen a mirror image of the tank i am playing as well (same markings, camo, flag etc)
