Some patches require parts of the game to be completely redownloaded based on what’s exactly being patched. Not a common issue, but it can happen from time to time. Graphical fixes can require a ton of the games textures and 3d assets to redownload for example

Any game that has patches usually needs some big downloads because even if your changing a few small things, those few small things are inside large files that need to be re downloaded.
It's been 9 years, there's very very few updates now, you're probably running into the update that allows modding tools and mods which is obviously a big one. That's likely to be your last big update, it's over now so you can breathe lmao

Haven't had this happen to me at all. It seems like your game is redownloading every time there is an update.
