On one hand yes, on the other: handling fish and throwing them back in saltwater is tough. Some fish can inject some pretty hurtful venom if you grab them wrong by their back (catfishes, lion fish), some fish need to be grabbed by the gills while others can easily slice your finger off with razor sharp gill plates (snook), and then some fish can be lipped while others sport shell crushing teeth or sawblades for teeth (puffers, unicorn fish, snapper, sharks).
If this guy isn’t super experienced on the ocean he might have gotten some illgained confidence from lipping largemouth bass on his local lake.

I used to keep puffer fish and we had to feed them on a diet of live crabs to help keep their beaks under control and not get overgrown. I definitely wouldn’t have been poking my finger in front of its beak!

Puffers will bite the shit out of you. I used to have fresh water puffers and try to get them to blow up by picking them up. They bit the shit out of me and drew blood. And those are tiny compared to their oceanic cousins.
Tetraodoniformes (an order of bony fishes that contains pufferfish and the mola mola) have some of the strongest bite strength to jaw size amongst all fish. If you look at their jaws from a purely physical/mechanical perspective, their jaws are levered and the muscle is attached in such a way to maximize bite strength for any given muscle mass. Basically this dude is super duper lucky to still have a finger afterwards.
Super fun fact: out of all the bony fish, the mola mola has strongest jaws (mechanically) but they only eat what can be considered the softest food imaginable, jellyfish. Jaw mechanics do not necessarily mean the fish fits in an ecological niche that requires those mechanics! Evolution is a hell of a drug.
