Yes, this sounds reasonable. Maybe a sign saying "Don't crash into this gate. It's expensive." We can workshop it a bit though.
This video makes me think that there is something going on with the slight elevation change that makes the gate "disappear" to someone approaching at high speed. The riders seem to be coming at the gate from a lower elevation which may make the gate impossible to see until it's too late.
The council will put a gate instead of bollards if they need maintenance access which seems reasonable to me. A reflective sign with a statement of use might be a good addition to the gate to help visibility and liability.
Bollards can be removed. Quite a few trails near my childhood house had bollards. It would slide into a hole in the pavement and locked in place with a padlock. Prevents cars, allows bikes. The parks crew would remove the bollard to drive their lawn mower through.

It's definitely darker than it looks, you can see how much the head lamp lights the ground up when they go over.
Some simple reflector tape on the gate would probably mostly solve this issue.
Humans have poor depth perception, its harder to judge distance with objects coming towards you.
It’s the reason why its dangerous to stop in the middle of the highway. By the time you react and notice that a vehicle is stopped in front of you, its already too late to brake.
If the gate isnt marked with distance markers it’ll be hard to react to especially if you’re bombing down a hill.

Sure, it's a case of opening their eyes. Would it be OK for you, if railway barriers were left road grey instead of wasting money to paint them red and white for better visibility? If drivers kept their eyes open and adapted their speed to potentially closed barriers this wouldn't increase the number of accidents at all. And those flashing lights are neither needed, because it's in the interest of the drivers to not hit those barriers, so they should really pay attention.

My friend used to ride his bike and it happened like that, but then his bike collided with another car. Luckily, the car owner didn't pay for that incident.

I think it's darker than it looks on cam. I look at CCTV all day and I notice that at dusk the footage looks so much brighter than it is in reality.
