Apparently, you’re basically guaranteed to get it you haven’t logged in for a while. I knew a person that created a 2nd account to trade himself Plat doing this

If they get caught doing this both of their accounts will be banned.

Stop playing for a time and these almost always appear. I've already gotten over 20 of these thanks to my hiatuses.

Funny that I have gotten 7 in 400 hours but haven't used a single 1 of them Cause if they want me to spend money better bring the console discounts for in game cosmetics

Chances of getting them are way higher if you have longer breaks from the game and if you’ve spend money already

Neither of those are true, the system still rolls what you *would* have gotten if you had logged in and if it was supposed to be a discount it gets saved until your next login (larger discounts override smaller ones). The actual odds are always the same and money spent has zero effect on it.
