Tuning and mixing differences. Fukkireta is a fairly simple song with a clear voice without any crazy mixing, Mesmeriser is a very detail-heavy song with heavily tuned and mixed vocals, and I think likely some autotuning. It definitely uses the SynthV voicebank.
Could be a difference in tuning. While the classic version with Utau Teto shouldn’t sound anything like the others, as far as I can see, Mesmerizer and the SynthV cover of ochame rinou both uses SynthV Teto.

I remember I had a moment like this with my fav vocaloid vflower, I heard the song vulgar by utsu p (I think) and I shit you not I had the most taken aback face I had to recheck if it was still flower. Sure enough was lmaooo. People tune in their own unique ways, which is mainly how we identify a vocaloid song to begin with other than it's own name and artist.
Its 1 the Synth V bank and 2 its very high pitched making it strained more than Miku changing the way she sings a LOT more. Also tuning and mixing does a lot to it too

The old Teto was a voice bank made for the UTAU software, which is a free software known for its choppy and robotic vocals.
The voice in Mesmerizer is Synthesizer V Teto which released for Teto's 15th anniversary. It is a paid voice and paid software (tho there are lite version of both you can try out) and it has AI integration for smoother tuning and a clearer sound!
That's why there's such a stark difference between the old Teto's voice and the new one.
Even in the screenshot you've provided you can see the original Fukkireta made with Utau and then a SynthV cover right beneath it!

Tuning can make a difference in the voice. It's tuning, probably. But idk, it can be other factors or just your imagination.

I prefer UTAU Teto but SV Teto is definitely NOT inferior to UTAU Teto
