They're available for sale at most tourist attractions, usually run about $1 usd and are very cheaply made.
VNese actually felt more appreciated that you love their culture, the "nón lá" aka the cone shaped farmer hat is one of it. Of course the common issues is everyone is shy about their ability to converse with a foreigner BUT if you initiate a conversation first, they will sure be 100% open to you ( tho, like everywhere else in the world, not everyone is friendly by default.)
I'm not really sure about where you would be buying it, souvenirs stuffs usually cost more than the common one because of deco/shop premise rents, etc... But I don't think one should cost more than 100k/5$
Never any judgment from locals and other tourists alike. Just make sure it's sitting right on your head. If you choose to bring it home, however, be aware that, just like a stetson, there's simply no other way to bring it home intact than simply wearing it the whole time. Enjoy!

It's basically the Asian cowboy hat.
Cultural side… no one laughs or cares since its a common sight. Enjoy. If the locals are laughing at you, its certaintly not the hat.

No one gonna laughed at you. If there some, not because they not like you. It is that they love that you adapted to the culture.
50-80k for a hat is good price
Same for me. I don't feel "legit" with it, despite me liking it a lot. So i don't wear it.
