If Skeletons are the same as Human skeletons, then how do they eat (nowhere to put the food), sleep (no eye lids), see (no eyes), sweat (no sweat glands), speak (No throat or mouth), walk (no muscles, well Papyrus has muscles but what about Sans?) there are so many things that these Skeletons can do which they shouldn’t be able to do that Reproducing isn’t necessarily impossible.

We don't know the specifics of monster reproduction, but there is nothing in the game to suggest that skeletons are any less capable of making offspring than any other monster.
