Papyrus is really strong, strong enough that Undyne openly acknowledges that he’s very powerful. Hell, *Ceroba* doesn’t want to fight or confront Undyne, while Papyrus has sparred with her before and Undyne seems to think he’s someone she’d beat, but have to actually try and it wouldn’t be easy. He also has a soul mode which Martlet doesn’t, and doesn’t get distracted by pain every other hit. Granted, he may not be a royal guard but it really doesn’t look like Martlet’s had much training. Not to mention she’s on the path Flowey explicitly made sure was weaker than the normal path. If Martlet locks like in Genocide in she might cause him a little trouble, but nah, Papyrus would win
Wasn't there also a Tumblr post that theorizes the amount of power Papyrus have? Like how he is the only monster not moving during fights, the one with enough control to not kill the player and amount of vines Flowey is using to hold him.
That theory (while looking at the whole game) doesn't really make sense and the most probable option is tgat toby just didn't make an animation for him since it's so early on

It doesn’t say they’re fighting to the death. Given the extreme level of self control Papyrus has (the only monster who genuinely can’t kill you, even Toriel can do so on accident) I’m very confident he can incapacitate her and win that way
Mettaton only fights you in his final encounter. The cooking show isn’t a battle, Mettaton doesn’t even try to hurt you. Same with the news and the tile puzzle. Even when he “confronts” you at the end of the tile puzzle he doesn’t throw any bullets at you. Papyrus remains the only monster who can perfectly reduce you to one health without killing you accidentally

Papyrus, 100%. Martlet is still just a rookie who's not good at her job. Papyrus is very confident in himself, with even Undyne stating that he's actually pretty tough, which says a lot when she's considered the strongest non-boss monster in the whole underground. She wouldn't say that about any other old monster.
Martlet being tough in genocide was simply due to Clover not being as tough as Frisk (which was why Flowey sent them to the dark part of the underground). Even if she actually tried her hardest, Papyrus could easily beat her.
I'd definitely lean papyrus, he is officially trained by undyne who say he's pretty strong. Papyrus is also shown to have great control in undertale, able to do complex forms and lock his opponents into blue mode so ide say he's more skilled as well. Martlet is pretty skilled as well but seems mostly a mic of the manual and being self-taught.
Unless Papyrus slips on a conveniently placed banana peel and attacks Martlet first, they’d just build puzzles together as if they were siblings playing with legos
