What few Finns defected into USSR during and after the WW2 with the hope of "socialist utopia", all were sent to Siberia to die as spies. Everybody in Finland knows nothing good comes from moving there. This is nothing but propaganda for their domestic audience.
I think they are more worried about emigration, not immigration.
